Accepting Transfer Students in Driver Education Schools
Transfer Policy
For consistency, driver education providers offering in-person, online, and parent taught courses must follow the TDLR transfer policy when transferring students from one licensed driver education provider to another driver education provider or public school.
Complete or Partial Hours
Complete or partial classroom hours may be transferred from one Driver Education Provider (in-person or online) to another Driver Education Provider (in-person or online) or a public-school hour-for-hour.
If transferring from a driver education provider (in-person or online) to a driver education provider (parent taught course) or from a driver education provider (parent taught course) to a driver education provider (In-person or online)
only
Module One is transferable, no other partial classroom hours can be transferred.
Partial driving hours may be transferred between Driver Education Provider (in-person) and public schools’ hour-for-hour but are not transferable to a Driver Education Provider (parent taught course) or vice versa.
Transfer Certificates
The For-Driver License Only certificate must be used when transferring students from one provider to another.
When a student completes an in-person or online course, the Provider must only mark the “Driver Education Provider” box.
When a student completes the parent taught course, the Provider must mark both “Driver Education Provider” and “Parent Taught Course” boxes.
When a student is transferring out of your course (online, in-person, or parent taught), then the provider must mark the “Transfer” box, in addition to what was previously stated above.
It is not considered a transfer when a student transfers from one course to another under the same provider license.
Responsibilities of the Previous Provider
When a student transfers from one driver education provider to another, the instructor or provider must complete the applicable sections of the completion certificate and must include copies of the student’s individual instruction records. These records must include the classroom instruction log and, when applicable, the behind-the-wheel instruction log.
Driver education providers offering online or parent-taught courses must provide either the classroom log or the digital footprint verifying the number of completed hours being transferred.
The completed certificate and all required documentation must then be provided to the parent, guardian, or student so they may submit the documents to the driver education provider of their choice.
Student Records
The receiving school or instructor must maintain the transfer documentation in the student file and may proceed with the remaining training to complete the student’s driver education requirements.
Out of State Transfers
Students transferring from an out-of-state driver education program must provide the Texas Driver Education Provider with documentation verifying the total number of completed classroom instruction hours and, if applicable, the total number of completed in-car training hours.
In-car training hours must be itemized and clearly separated into behind-the-wheel instruction hours and observation hours.
Without Learner License
When a student transfers from an out-of-state driver education program and does not hold a Learner License, the student must contact a licensed Texas Driver Education Provider to determine whether any out-of-state instruction hours are eligible for transfer.
With Learner License
When a student transfers from an out- of- state driver education program and holds a Learner License, they must first contact Texas Department of Public Safety to transfer the out of state Learner License to a Texas Learner License. Once the student is issued a Texas Learner License, the student will then contact a driver education provider to complete a driver education course.
